City of Rio Rancho Adjusting Operations Beginning May 3


RIO RANCHO, N.M.— Per Governor Michelle Lujan Grisham’s April 28, 2021 modified emergency health order and the “Red to Turquoise” county-by-county reopening framework, Sandoval County has been categorized at the “Green Level,” which means that organizations and businesses can open and operate with limited restrictions.


Based on this classification, City of Rio Rancho facilities will be adjusting operations for the public beginning Monday, May 3, 2021, unless otherwise noted.


While some facilities will be open, citizens are encouraged to limit their visits and continue using City services, such as making Utilities payments, electronically or by phone. Citizens entering or being present inside any City facility are required to wear a face covering and maintain six feet of distance between themselves and others.


Below is information about facility operations:

  • City Hall
    • Open from 8:00 a.m. to 5:00 p.m., Monday through Friday.
    • Cashiers Payment Desk closed 1:00 p.m. to 2:00 p.m., Monday through Friday.
  • Animal Resource Center
    • Adoptions and reclaims by appointment only. Please call (505) 891-5075.
    • Animal licensing will begin by appointment on July 1.
  • Aquatic Center
    • Starting Tuesday, May 4, lap swim open on a first come, first served basis
      • Lap swim: 6:00 a.m. to 8:00 p.m., Monday through Friday (closed 11:00 a.m. to 2:00 p.m.)
      • Lap swim: 12:00 p.m. to 6:00 p.m., Saturday and Closed on Sunday.
  • Ballfields
  • Rio Rancho Sports Complex, 3501 High Resort Boulevard—spectator capacity increased to 50%.
  • Sports Complex North, 3616 Chayote Road—spectator capacity increased to 50%.
  • Community Centers (Cabezon, Haynes, Sabana Grande, Star Heights)
    • Resume facility rentals at 50% capacity
    • Resume programming/classes, class sizes increasing to 20
    • Resume sports leagues (adult flag football, youth flag football)

  • Meadowlark Senior Center
    • Occupancy increased to 25% and class sizes increased to 20 participants.
    • Meal program will remain drive-through.

  • Motor Vehicle Division (Rio Rancho Location)
    • Appointment-only basis.
    • Citizens who need to complete transactions in-person, can make an appointment by visiting or by calling (505) 896-8367.
    • The City of Rio Rancho MVD office applies a $10 transaction fee in addition to the state MVD fee.
  • Municipal Court, 500 Quantum Road

    • Open from 8:00 a.m. to 5:00 p.m., Monday through Thursday
    • Evidence retrieval open 8:00 a.m. to 5:00 p.m., Monday through Thursday and Friday by appointment only. Call (505) 891-5954.
  • Public Libraries—Starting May 10, 2021
    • Loma Colorado Main Library
      • Monday, Wednesday–Saturday: 9:00 a.m.-5:00 p.m.; Tuesday: 10:00 a.m.-6:00 p.m.
    • Esther Bone Memorial Library
      • Tuesday: 10:00 a.m.-6:00 p.m.; Wednesday–Friday: 9:00 a.m.-5:00 p.m.
